When working through a Recommendation, any map notes that are already on the map or added later will be visible on the Work Order Report/ Recommendation Report / Arizona 1080.

Map notes on WOR (Work Order Report)
By default the option to have Map Notes included is checked. If for some reason you do not want these notes included, you can deselect this option.
Map notes on Reports always reflect the most current Notes
When you are generating reports and have the map notes included in the report, it will always display the most up to date notes on the map. Even if the Recommendation is older and at a time where the map notes were different.
